Decision details

Consideration was given to the report of the Assistant Director of Environmental Services, as contained on pages 143 to 152 of the Book of Reports, which sought to establish a new Public Realm Agreement between Lancashire County Council and West Lancashire Borough Council and sought approval to enter into a new Partnership Arrangement with effect from 1 April 2025 until 31 March 2029.

RESOLVED:

A.       That the Assistant Director of Environmental Services be given delegated authority to enter into a four-year Partnership Agreement between West Lancashire Borough Council and Lancashire County Council for the provision of a new Public Realm Agreement subject to:

·       an agreed Partnership Arrangement that benefits both West Lancashire Borough Council and Lancashire County Council

·       adequate funding provided by Lancashire County Council to cover all West Lancashire Borough Council's costs to deliver on a new Public Realm Agreement.

B.       That delegated authority be given to the Director of Finance and Resources (Section 151 Officer) to apply an annual inflationary RPI increase to cover the cost to deliver the service.
