Minutes: In accordance with Council Procedure Rule 4, the Committee noted the termination of Councillor Pope and the appointment of Councillor D Westley for this meeting only, thereby giving effect to the wishes of the Political Groups.
(Note - In agreement with the Group Leaders, and due to the pandemic of COVID-19, it was agreed that only 6 members of the Planning Committee attend the meeting to ensure that the meeting was quorate and could take place).

Minutes: Consideration was given to the report of the Chief Operating Officer and the Legal and Democratic Services Manager as contained on pages 969 to 987 of the Book of Reports which sought to approve an amendment to the Roles and Functions of the Planning Committee, to extend the level of delegation to officers during a pandemic, when the nation are being asked to self-isolate for medical reasons.
RESOLVED That the level of delegation to Officers not be extended at this time.
