There were no changes to the Membership of the Committee.

There were no urgent items of business.

Party Whips are not to be used by this Committee in respect of functions concerning the determination of new Licence Applications, Revocations and Appeals.  When considering any other matter which relates to a decision of the Cabinet, in accordance with Regulatory Committee Procedure Rule 9, Members must declare the existence of the Committee's deliberations on the matter.

There were no decarations of Party Whip.

RESOLVED: That the minutes of the meeting held on the 9 September 2020 be noted.

The Legal and Democratic Services Manager briefed everyone on the hearing procedure.

To consider the report of the Corporate Director Of Place and Community

The Council's Licensing Sub-Committee (the Sub-Committee) considered an application to vary a premises license to specify an individual as designated premises supervisor in respect of Jynx, Witham Road, Skelmersdale WN8 8HP.

RESOLVED: The Committee concluded that as a result of the reasons outlined at the hearing, the application to vary the licence in order to name Michael Parker as DPS be GRANTED.

In accordance with Section 39 (6) the Variation will take effect immediately
