To appoint a Chairman of the meeting.

RESOLVED: That Councillor Davies be appointed Chairman for the meeting.

There were no apologies for absence.

(Note: Subsequent to the meeting an apology for absence was submitted on behalf of Councillor D Westley)

To be apprised of substitutions, if any, in accordance with Council Procedure 4.1.  This rule should only apply to the Standards Committee in exceptional circumstances and if the nominated substitute hs been appropriately trained.

In accordance with Council Procedure Rule 4.1, as related to the Standards Committee substitutions, Members noted the termination of membership of Councillor Moran and the appointment of Councillor Gagen, for this meeting only, thereby giving effect to the wishes of the Political Groups.

RESOLVED: That the procedure be noted.

It is recommended that members of the press and public be excluded from the meeting during consideration of the following item(s) of business in accordance with Section 100A(4) of the Local Government Act 1972 on the grounds that it involves the likely disclosure of exempt information as defined in Part 1 of Schedule 12A of the Act and as, in all the circumstances of the case the public interest in maintaining the exemption under Schedule 12A outweighs the public interest in disclosing the information.  The nature of the exempt information and the relevant exemption paragraphs are shown in brackets after the report title.

The Standards Committee has agreed that this process will remain confidential.  Complainants and Subject Members are also excluded for the purposes of the Assessment Sub-Committee meeting.

RESOLVED: That under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item(s) of business on the grounds that it involves the likely disclosure of exempt information as defined in paragraphs 1 & 2 of Part 1 of Schedule 12A of that Act, as set out on the agenda, and as, in all the circumstances of the case, the public interest in maintaining the exemption under Schedule 12A outweighs the public interest in disclosing the information.

To consider the report of the Borough Solicitor. (TO FOLLOW)

The Sub-Committee considered the report of the Borough Solicitors to decide whether to refer the complaints for investigation or to take no further action.

RESOLVED:     That the Borough Solicitor give notice in writing to the Complainants and Subject Members of the agree decision(s) of the Assessment Sub-Committee.
