In accordance with Council Procedure Rule 4, the Committee noted the termination of membership of Councillor L Webster, and the appointment of Councillor A Owens for this meeting only, thereby giving effect to the wishes of the political groups.

Note: No other business is permitted unless, by reason of special circumstances, which shall be specified at the meeting, the Chairman is of the opinion that the item(s) should be considered as a matter of urgency.

Councillor A Blundell declared a pecuniary interest in relation to agenda item 7d - 2024/0708/FUL relating to Land Between 151 and 155, Southport New Road, Tarleton, PR4 6HY, as the estates company of which he's employed is selling a neighbouring property, and they therefore took no part in the decision-making process.

Councillor J Abbott declared a non-pecuniary interest in relation to agenda item 7e - 2024/0414/FUL relating to Land at Lancashire Wildlife Trust, Visitor Centre, Mere Sands Wood Nature Reserve, Holmeswood Road, Rufford, L40 1TG, as she is a member of the Lancashire Wildlife Trust.

Party Whips are not to be used by this Committee in respect of its functions concerning the determination of applications, approval of consents, the taking of enforcement action and the exercise of powers and duties with regard to highways, hedgerows, the preservation of trees and high hedge complaints. When considering any other matter which relates to a decision of the Cabinet or the performance of any member of the Cabinet, in accordance with Regulatory Committee Procedure 9, Members must declare the existence of any party whip, and the nature of it.

There were no declarations of party whip.

RESOLVED:               That the minutes of the meeting held on 3 October 2024 be                                    approved as a correct record and signed by the Chairman.

To consider the report of the Assistant Director of Planning & Regulatory Services.

Consideration was given to the report of the Assistant Director of Planning & Regulatory Services as contained on pages 11 to 84 of the Book of Reports.

2. Mrs Caroline Williamson spoke in connection with planning application 2024/0708/FUL, relating to Land Between 151 and 155, Southport New Road, Tarleton, PR4 6HY.

The Assistant Director of Planning & Regulatory Services submitted a report on planning application 2024/0535/FUL – relating to White Moss Road South Caravan Park, White Moss Road South, Skelmersdale, WN8 9TH.

RESOLVED: That planning application 2024/0535/FUL be approved subject to conditions as set out in officer recommendation.

That an additional condition relating to foul drainage be implemented, the wording for which to be agreed with Chair.

The Assistant Director of Planning & Regulatory Services submitted a report on planning application 2024/0388/FUL – relating to Blythewood, Digmoor, Skelmersdale, WN8 9EN.

RESOLVED: That planning application 2024/0388/FUL be granted subject to conditions and legal agreement, as set out in officer recommendation.

The Assistant Director of Planning & Regulatory Services submitted a report on planning application 2024/0687/FUL – relating to Mere Court, Red Cat Lane, Burscough, L40 0TQ.

RESOLVED: That planning application 2024/0687/FUL be granted subject to conditions, as set out in officer recommendation.

The Assistant Director of Planning & Regulatory Services submitted a report on planning application 2024/0708/FUL – relating to Land Between 151 And 155, Southport New Road, Tarleton, PR4 6HY.             

RESOLVED: That planning application 2024/0708/FUL be deferred for site visit, at Members request.

The Assistant Director of Planning & Regulatory Services submitted a report on planning application 2024/0414/FUL – relating to Land at Lancashire Wildlife Trust, Visitor Centre, Mere Sands Wood Nature Reserve, Holmeswood Road, Rufford, L40 1TG.

RESOLVED: That planning application 2024/0414/FUL be deferred for site visit, at Members request.

The Assistant Director of Planning & Regulatory Services submitted a report on planning application 2024/0321/FUL – relating to Land off, Lees Lane, Dalton, WN8 7RE.

RESOLVED: That planning application 2024/0321/FUL be deferred due to the applicant being unable to attend in response to public speaking.

Consideration was given to the report of the Assistant Director of Planning and Regulatory Services, as contained on pages 105 to 110 of the Book of Reports. The report sought to appraise Members of the allocation of the Neighbourhood Community Infrastructure Levy (NCIL) portion of funding to Parish/Town Councils from revenue collected by the Council between 1 April 2024 to 30 September 2024, as a result of some new development within the borough.

RESOLVED:           That Members note the contents of this report.
