Minutes:

In accordance with Council Procedure Rule 4, the Committee noted the termination of membership of Councillor L Webster, and the appointment of Councillor A Owens for this meeting only, thereby giving effect to the wishes of the political groups.

Minutes:

Councillor A Blundell declared a pecuniary interest in relation to agenda item 7d - 2024/0708/FUL relating to Land Between 151 and 155, Southport New Road, Tarleton, PR4 6HY, as the estates company of which he's employed is selling a neighbouring property, and they therefore took no part in the decision-making process.

 

Councillor J Abbott declared a non-pecuniary interest in relation to agenda item 7e - 2024/0414/FUL relating to Land at Lancashire Wildlife Trust, Visitor Centre, Mere Sands Wood Nature Reserve, Holmeswood Road, Rufford, L40 1TG, as she is a member of the Lancashire Wildlife Trust.

Party Whips are not to be used by this Committee in respect of its functions concerning the determination of applications, approval of consents, the taking of enforcement action and the exercise of powers and duties with regard to highways, hedgerows, the preservation of trees and high hedge complaints. When considering any other matter which relates to a decision of the Cabinet or the performance of any member of the Cabinet, in accordance with Regulatory Committee Procedure 9, Members must declare the existence of any party whip, and the nature of it.

Consideration was given to the report of the Assistant Director of Planning and Regulatory Services, as contained on pages 105 to 110 of the Book of Reports. The report sought to appraise Members of the allocation of the Neighbourhood Community Infrastructure Levy (NCIL) portion of funding to Parish/Town Councils from revenue collected by the Council between 1 April 2024 to 30 September 2024, as a result of some new development within the borough.
