In accordance with Committee Procedure Rule 4, the Committee noted the termination of Councillors E Pope and S Patel and the appointment of Councillors J Howard and K Lloyd for this meeting only, thereby giving effect to the wishes of the Political Groups.

Party Whips are not to be used by this Committee in respect of its functions concerning the determination of applications, approval of consents, the taking of enforcement action and the exercise of powers and duties with regard to highways, hedgerows, the preservation of trees and high hedge complaints. When considering any other matter which relates to a decision of the Cabinet or the performance of any member of the Cabinet, in accordance with Regulatory Committee Procedure 9, Members must declare the existence of any party whip, and the nature of it.

3.    A Parish Councillor and the Agent spoke in connection with planning application 2023/0730/FUL relating to Land Off Boundary Lane, Hesketh Bank, Preston. )

RESOLVED:   That planning application 2023/0883/FUL relating to Sisters of Notre Dame Convent, Lancaster Lane, Parbold be approved subject to a Section 106 legal agreement and the recommendations as set out on pages 832 and  834 of the report.

COMMITTEE MEMBER UPDATE - AN ACCELERATED PLANNING SYSTEM - CONSULTATION / CHANGES TO PLANNING ENFORCEMENT REGIME pdf icon PDF 249 KB

To consider a report from the Deputy Chief Executive.

Minutes:

Consideration was given to the report of the Deputy Chief Executive as contained on pages 811 to 827 of the Book of Reports.  The purpose of which was to inform members of a Government consultation designed to create an "accelerated planning system".

 

Members were asked to consider the proposed responses set out in Appendix A of the report prior to this being submitted to Government.

 

 

RESOLVED: That the report be agreed and the proposed responses be submitted to Government prior to 1 May 2024.
